The Montreal Protocol on Substances That Deplete the Ozone Layer was adopted on September 16, 1987, in Montreal, Canada, and entered into force on January 1, 1989. It was initially signed by 46 nations. The treaty established legally binding, phased schedules to reduce and ultimately eliminate the production and consumption of ozone-depleting substances, including chlorofluorocarbons (CFCs) and halons, and later carbon tetrachloride, methyl chloroform, hydrochlorofluorocarbons (HCFCs), and methyl bromide.
The Protocol built upon the 1985 Vienna Convention for the Protection of the Ozone Layer, which had established a general framework for international cooperation and empowered the UN Environment Programme to develop binding control measures. The initial agreement targeted reducing production and consumption of several CFCs and halons to specified percentages of 1986 levels by the mid-1990s; subsequent amendments accelerated and completed the phase-out of these chemicals.
The Montreal Protocol later became the first treaty in United Nations history to achieve universal ratification, with 198 parties (197 states plus the European Union). It is widely regarded as one of the most effective international environmental agreements ever concluded.
The Montreal Protocol is frequently cited as the first global environmental treaty to set binding, enforceable limits on industrial pollutants, and as a model for international cooperation on a shared atmospheric threat. By coordinating action across developed and developing nations and providing differentiated timelines and financial support, it demonstrated that multilateral environmental governance could deliver measurable results.
Implementation produced a clear scientific success: the depletion of stratospheric ozone slowed and reversed, with the first signs of Antarctic ozone recovery detected in subsequent decades. Projections indicate the ozone layer will return to 1980 levels around the mid-2030s in the Arctic and the 2060s over Antarctica. Former UN Secretary-General Kofi Annan described it as perhaps the single most successful international agreement to date.
